when your graph is intersecting lines and coincidence lines then it is CONSISTENT
but if it is parallel line then it is inconsistent

effansans: stupid I am asking what is meant by consistent and inconsistent.

consistent graph means that a particular pair of equations have number of solutions 1 or more than 1 (∞ solutions) in common.
inconsistent graph means that the given pair of equations does not have any Solution in common.
And the equalities you have written (in image) are a tool for determining whether a pair of equations are consistent (unique or dependent) or inconsistent (all solutions are independent of the other equation).
