When water is spread on your skin, it absorbs heat from that particular area and evaporates causing cooling effect

Here is your answer,

======================================================

When evaporation occurs then than the liquid (mostly water) absorbs all the heat from the surroundings and take it with it and we feel cool.

Evaporation causes cooling effect because the heat energy is absorbed by surrounding particles.

The energy is taken away by the molecules when they convert from liquid into gas, and this causes cooling on the original surface.
