Corruption is generally defined within the confines of power and leadership. E.g. if a politician uses his power to make more money, the politician is known as corrupt. Same goes for other people in power who use their connections and contacts to gain some benefit. It usually involves some kind of a bribe in return for favours
On the other hand, a scam is defined as some action taken out of dishonesty, and deliberately misleading people to gain some benefit from them

Corruption is an act of dishonesty or a sort of bribery or misconduct. People at higher level of authority pave the way for corruption. It is a misuse of public power or an act of favouritism.

Scam is the act itself that occurs due to corruption. It is resultant fraud due to corruption at various levels.

Eg. Coalgate scam in India occurred due to act of corrupted government officials regarding allotment of the nation's coal deposits to public and private companies.
