Cos theta = adjacent side of a right angled triangle /hypotenuse of a right angled triangle.

Cos theta is always positive in first and fourth quadrants.

Cos theta is a trigonometric ratio which is used extensively in physics.

When the work is done by an external force , then comes the need of cos theta to find the magnitude if work done.
