The deflecting couple helps in the rotation of the armature of the coil.When the deflecting couple is max ex=when the plane of coil is parallel to the direction of magnetic field the coil doesn't move aa both the magnetic field and the current will be parallel there be no force acting on the coil

A couple consists of two equal and opposite forces acting with two different but parallel lines of action. Each force has its ownmoment. Moment of a force is dependent on the distance from the pivot and the magnitude of the force while the moment of a couple is the net effect of the two moments of the forces.
