Characters are the alphabets A-Z or a-z and numerals and symbols like ( ) * & ^ etc.

CUI is the interface between the computer and humans with the characters as above.  There is no graphics and there is no mouse pointer to select items.

The interface has textual commands that the operating system takes from a user.  The program is executed or interpreted and the result is displayed back.

MSDOS,  UNIX, LINUX and other operating systems have CUI.
