Cyclonic depression is created due to formation of low pressure in a region (it can be a sea water body or a plateau or any plain area as well) due to intense heating of that area. The convergence of winds in a circular fashion at a central place is called cyclonic formation/depression, but when we are talking about cyclones in general, we are referring to those formed over sea region which when reaches over land causes huge destruction and damage. As the area concerned gets heated, a rising air current (as visible in the image attached) gets established over it and as a result it becomes a low pressure area. As the winds are blown from high pressure area to low pressure area, the central portion of the concerned area attracts winds from all the directions. When this formation gathers enough energy due to latent heat of condensation, it becomes a fully mature formation of cyclonic depression
