1.Basic idea behind decentralisation is that there are a large no of problems and issues which are best settled at the local level.
2. people have better knowledge of problems in their own localities.
3. they also have better ideas on where to spend money and how to manage things efficiently.
4. besides, at local level it is possible for the people to directly participate in decision making.
The structure is as follows:
the smallest or the basic type of local govt is the gram panchayat( they are elected by the members of gram sabha)
then a bigger type of govt is the panchayat samiti( elected by members of gram panchayat)
the head of local govt is the zila panchayat( elected by members of all panchayat samitis).

So, federal power sharing in India needs another tier of government, below that of the State governments. This is the rationale for decentralisation of power. This helps to inculcate a habit of democratic participation. Local government is the best way to realise one important principle of democracy, namely local self-government.

==============================
Rural local government is the lower most, third level of the government in the rural area. It is based on 73rd amaendment of Indian Constitution.
In rural areas it is commonly known as Panchayti Raj.
It basically improves public facilities and Local authorities provide an extensive range of public services.
