The power is not concentrated to one head, but distributed to the three organs of State, namely, Legislature, Executive and Judiciary. Each organ have different responsibilities and check on each other’s power so that no organ has more power than the other. Also, there is distribution of power between Centre and State, like each of them have conferred powers to make law based on Schedule 7 of the Constitution of India.

So, it is mostly the job done by our Constitution to assure that no single organ has all the power but distributed among all so as to avoid exploitation.
