HmmDelocalisation??See there are different meanings of Delocalisation in different fields but I think most probably u are talking about chem.. Basically it happens when electric charge is spread over more than one atom.It brings more stability to the atom.. idont know much about it as it is a concept of 11 or 12.. Coming to ur next question...What how can we differentiate btw current and voltage.. but ok Current is the rate of electric charge flowing through a point.. it's SI unit is Ampere..And Voltage of course is the difference between the amount of charges btw two pts.Si unit VOLT
