Deontological Ethics is a theory which comes under the branch of philosophical ethics, that deals with questions that are required to be answered, before an action or speech.
It is a study of ethical or moral action. The study aims at understanding whether the action is right or wrong, based on a series of rules. In short, Deontological Ethics gives more importance to action, than its consequences.
