The simplest answer is employees (individually and collectively) prefer working for bosses and in organizations that have a success plan that includes them. A business built without a people plan often fails because it's the single most unpredictable key to success. Yes, execution is critical and the right plan also matters; but, it's the existence of a credible people plan that sets the tone for whether a place is a good place to work or not. HR plans speak to organization commitment. The commitment doesn't need to be perfect, but it does need to exist in some way.
