Ammonium hydroxide is not a strong base, and has a very strong ammonia scent. Sodium hydroxide is odorless, and can be obtained as a hygroscopic solid, and is a strong base. Ammonium hydroxide is simply a saturated solution of ammonia gas in water.

If you put your finger in a bottle of household ammonia, you will realize that your fingers didn't feel slippery. But put your finger in some dilute sodium hydroxide, and your fingers will feel slippery. And don't let it stay on too long, or your skin will get damaged.

I am not sure why ammonium hydroxide would give an orange flame test, but perhaps it does. I just don't think it would.
