A ration card is used for certain entitlements which is allocated by government for every household whereas a bpl ration card entitles you to special benefits reserved only for below poverty line very poor people such as free gas connection under PM's ujjwala scheme.

In India there are two types of ration cards. APL(above povery line) and BPL (below poverty line).
BPL ration card is supposed to be issued to only those people who have least than some 87600 income annually. However it much sought after because of benefits attached to it. Where there is demanding there is corruption. The going rate is anywhere between 2000–5000
The uses are more government benefits and also it can be used as collateral with private financiars. (Not sure if it is still working).
An APL card just can be used as an address proof. With aadhar even that is rendered useless.
BPL card is source of many scams and corruption. With the DBT it has no value. However this is continuing to continue the corruprion
