Cytoplasm is a cell organelle within which these granules called inclusions lie. Plasma membrane is not a organelle .It is just a membranous structure which forms a cover on various cell organelles .

Cell organelles refer to the specific cellular structures that are involved in direct cellular processes and act as the machine that does all the work while the cell inclusions are the chemicals and compds. that are either utilised or stored for future utilisation.

You can draw an analogy in b/w cell organelles and car & cell inclusions and fuel.Cell organlles are the cellular cars that function when the cell inclusions (which acts like the fuel already present in the car ) provide required compds. and chemicals ex. Volutin granules provide phosphate for cell membrane formation and DNA synthesis etc.Starch granules are also cell inclusions that provide nutrition to plant cells.

Plasma membrane can be considered a cell membrane to some extent but it is not a cell inclusion definitely. Cytoplasm is neither an organelle nor an inclusion body but is instead only the matrix or the biochemical medium for cellular pathways to occur.
