All charged particles generate electric (and magnetic) fields, which are “felt” by other charged particles. The force on a charged particle due to the electric field in its vicinity is the electric force. The electric field - and hence the electric force - can change over time, if the charge particles generating the field are moving. If all of the charged particles are stationary in some situation (or moving very slowly), then we call the resultant field an electrostatic field and the corresponding static force on the charged particles an electrostatic force.
