what is difference between long scale and small scale

Long scale: They are used for many purposes like drawing margins, for measuring long things ,they are used for drawing long lines, Generally teachers use these scales to hit a child etc.

Short scale : These scales are not used for many purposes though many children use only short scale, they are used for underlining small line etc.
