phrase makes sense,but not complete sense.such a group of words,which makes sense,but not complete sense ,is called a phrase.

and.

clause is a group of words which forms part of a sentence,and contains a subject and a predicate, is called a clause.

whether you are ensure that a group of word is phrase or clause , break down the words into the parts of speech to help you decide . If thre is a subject and a verb with a predicate , it is clause. if there is a noun but no verb or a verb but no noun does not have a predicate it is phrase.
