We talk intentionally
But reflex action is unintentional

1) Reflex actions are sudden, involuntary reactions of the body in response to stimuli. They occur without the involvement of the conscious areas of the brain. Therefore, all reflex actions are unconscious actions. 
2).Walking is a voluntary action which happens under the control of cerebellum of the brain. Walking is aquired or learnt as we grow. The thought is accepeted by the brain upon necessity and is processed under its control.
