The difference between rotational kinetic energy and rolling kinetic energy is that the  rolling kinetic energy is the combination of translational kinetic energy and rotational kinetic energy.

Rotational kinetic energy is produced when a body pivoted at one point moves and rolling is of freely body which when the force is applied starts rolling.
