Answer:

smuggling means when you bring any good from one place to another illegally ie without paying the tax. eg. bringing gold from dubai to india without paying the custom duties.

hoarding means keeping the goods and not selling it so to increase the price due to increase in demand and shortage of supply. eg. keeping onion in cold storage and not selling it even if there is demand just to increase the price.
