Unitary government refers to the government where there all the power is with central government and In Federal Government the Constitution lays down the power of each level of government, it can be at lower levels nowdays as Panchayat and Muncipal corporation.

In unitary gov there is only one level of government or sub unit works under central government

In federal government there is two or more level of government

In unitary government central government can pass order to state government

In federal government central government cannot pass order to state and local government
