Valenxe electron are the loosely bounded electrons in outer most shell.

Valency is the combining capacity of any element.
E.g. Lithium has valency 1 and valence electron also 1.

Where as valency is the combining capacity of any atom.

It is important to mentiom here that valence electron may or may not be equal to valency.
