Attacking reagents are those which attack on the substrate or reactants.
These are classified into 2
1) Electrophiles (electron deficient)
2) Nucleophiles (electron rich)

H+ comes under Electrophiles as it is electron deficient.
But under electrophiles, we have a very important point to remember and understand which is '' They have vacant orbitals so, free radicals won't be considered as electrophiles ''.
As, H3O+ is a free radical and oxygen doesn't have any vacant orbitals, H3O+ is not an electrophile. So, the difference is that H+ is an electeophile whereas, H3O+ is not an electrophile.

Thanks.
Hope this helps you!!
