when alkyl halides are treated with alc. koh elimination reaction takes place and a beta carbon is necessary for the reaction. here alkenes are formed and the major product is chosen by saytzeff rule.

when they are treated with aq.koh, substitution reaction take place where halogens are replaced by OH nucleophiles and alcohols are formed,

in the first reaction elimination takes place because of the presence of a base(alc) ,Bases always promote elimination reactions.
