exhaust fan = it is used in kitchens  or bathrooms to suck in  smoke or any  other things . it does not give air inside but takes polluted air and replaces it with nice and fresh air .

ceiling fan it is used in our daily life and gives air to us in high speeds , making it like an air conditioner . it does not suck in any air .
