Central government is present in the entire county and functions in whole country. WHEREAS State government is present in states and is not sub ordinate to the central government.

Explanation:

Working procedure and rules are almost same in both the govt . Service rules that govern employees are almost same with minimal differences. However some differences to the best of my knowledge are as follows;:

1. Salary and allowances :Centra govt employees have more allowances and hence they get more salary.

2. Working nature : central govt empolyees are liable to relocation anywhere in India unlike state employees where they are liable to relocation within the state.

3. For central employee promotion and transfer are looked after by the dop (department of personnel ) of central whereas for sate employee it's looked after by state dop.

4. Various budget implied on central employees are voted and sanctioned at parliament whereas for state employee it's voted and sanctioned in legislature assembly.
