If additional water is present the solution becomes DILUTED so dilute acid is not a specific term. So dilute acid depends on the specific application. 50% gets rid of most of the HCl gas fumes but is still nasty to work with. Maybe several % is considered “dilute” . In any case working with any acid should be done observing safety precautions eye and skin protection and appropriate apparatus to include fume hoods when needed.
