Dilute Definition: a solutioncontaining a relatively small quantity of solute as compared with the amount of solvent. This term is the opposite of 'concentrated'.................. "Conductor" and "insulator" are relative terms. Even common insulators can become conductors if the potential difference high enough. Think about lightning. Air is usually a pretty good insulator, but the high potential difference in lightning makes it into a conductor.
Pure, distilled water is a very good insulator at relatively low voltages, even 110V AC.
