We know that an electric current produces a
magnetic field around it. J.C. Maxwell showed that
for logical consistency, a changing electric field
must also produce a magnetic field. Further, since
magnetic fields have always been associated with
currents, Maxwell postulated that this current was
proportional to the rate of change of the electric
field and called it displacement current. In this
