Offshore means on land and onshore means on sea side .....

Oil is found below the surface of the Earth, sometimes even under the water. The practice of taking out oil from under the sea is called offshore drilling, while the practice of taking out oil from below the earth's surface on is known as onshore.

This practice of offshore and onshore is not just used to pull out oil but it is also used to take out natural gases as well.
