The solution of ammonium nitrate in water is extremely endothermic. It’s commonly used to provide ice packs in first aid kits - a plastic bag of ammonium nitrate with a second inner bag of water. Squeezing the pack breaks the inner bag and the whole thing very quickly becomes extremely cold.
I believe the purpose of the ammonium chloride is the same as scattering salt on ice, to lower the freezing point and liquefy the ice.
