It is also the term for a council to early Russian rulers (Boyar Duma), as well as for city councils in Imperial Russia

Elected consultative Parliament was the Duma. It was a parliament whose representatives were to be the elected members and they consulted the leader on various issues. It was first formed by the Tsar during the 1905 revolution.

Even though Duma was the Parliament with elected members but under Tsar they worked according to him as his puppet. The first Duma was formed by him, but he soon removed them within 3 months second Duma was formed. They started working against Tsar and questioned his authority. He didn’t want anyone to reduce his power, so he formed the third Duma which included only Conservative politicians and liberals, revolutionaries were not included in this Duma.
