Let we take example
Take a desk of mass 'm'
1) Apply force on it. It takes more effort to move it. because another opposite force trying to oppose your efforts and friction force become active.
2) In moving a desk which are already in motion in same direction will easily move. (excepting any opposite force)

its depends on To which direction you want to Move it to...
Consider that the box is in motion
if you want to Move it in a direction opposite to its Motion... then More force would be required which Makes it more Easy to move it in its rest Position.
but if you want to move it in the same direction... The additional Force will Make it move much faster; Which tends to give a better result than force applied when the box is at Rest.
