When you add acetic acid (or any acid) on sodium bicarbonate (or any other carbonate or bicarbonate salt), a brisk EFFERVESCENCE is seen, as carbon dioxide gas is evolved. Now, what is this effervescence?
Let me give you a reaction as an example:
CH3COOH + NaHCO3 -----> CH3COONa + H2O + CO2
In the above reaction, you can see, sodium acetate and water is formed. This sodium acetate dissolves in the water, hence, we get sodium acetate solution. The carbon dioxide gas evolved, has to come out. This gas bubbles through the solution of sodium acetate. This bubbling as a gas rises up of a solution is known as Effervescence.

effervescence is the formation of gas bubbles in a liquid duringa chemical reaction... most common example included evolution of carbon dioxide bubbles during reaction between citric acid and tartaric acid I. e. we can see live in ENO
