when a political party made a law or policy .it declares that policy in public . it is called election menifesto
peoples migrate from rural to urban because
1. due to poor economic condition in their rural area, in search of better job opportunities
2.due to increase in population , in search of better health and education facalities
3.due to unemployment in rural areas or low wages
4. due to social and cultural factors like some community take superiority over another minor community then they had yo migrate

in the year of 1938 only a sub committee population was set up by national planning committee appointed by government.. In 1951 we adopted 5 year plan in which we accept the family planning through india to control tje population . the programme taken as a health programme anf receive most of the funds frok central govt.. we see success in family planning . then by health govt . of india a separate department fpr family planning is set up in 1966. the national population policy is furthur updated in 1977.in the new policy education anf health also included.till nlw it is a social welfare programme.....
