Coulomb's Electrostatic force exists between two electrostatic charges (charges at rest). If the charges are separated by a distance d and have q1 and q2 amounts of charge on them then the force acting on each charge due to the other is:

   F = K * q1 * q2 /d²

The force could be repulsive or attractive. Electrostatic force is a non-contact force. It can act through vacuum or through any medium.
