Electron is negetively charged particles which is present in the orbits of the atom
whereas neutron is neither negetively charged nor positively charged it is neutral and it is present in nucleus of atom.

It is believed to be an elementary particle becoz it can not be broken down into anything smaller. It is negatively charged, and may move almost at the speed of light .
