i think the ans for your question would be..
they have given ratio 60 by 40 percent mass.. so if we consider 100g mix .. in which there will be 60g sulphur and 40g oxygen..
now lets try to find no of moles of sulphur i.e mass /molar mass= 60/32=1.87 approximately equal to 2 .. and no. of moles of oxygen is 40/16=2.5=appx.=3..
so simplest whole no. ratio(emperical formula) will be 2:3 that is S2O3
