As potassium chloride (KCl) dissolves in water, the ions are hydrated. ... Ion-dipole forces attract the positive (hydrogen) end of the polar watermolecules to the negative chloride ions at the surface of the solid, and they attract the negative (oxygen) ends to the positive potassium ions.

HEY HERE IS YOUR ANSWER....

When KCl (potassium chloride) is dissolved in water, the kinetic energy of water molecules bumps the KCl around until a K+ ion dissociates from Cl- ion. The polar water molecule surrounds the ions or hydrates them with a partial negative charge of the oxygen atom in water attracted to the positively charged K+ ions and the partially positive hydrogen atoms in water attracted to the negative Cl- ions. This is how KCl dissolves in water.
