Workers were carrying slogans about bread, wages, better work hours, and democracy. The cavalry was asked to fire, but they refused. They too, were hungry and felt exploited, so they joined the workers. The workers and the soldiers together formed the Petrograd Soviet. The next day, military commanders advised the Tsar to abdicate, and without any other choice, he did (On 2nd March). Soviet Leaders and Petrograd leaders joined to form a Provincial Government to run the country.
