The federal government is responsible , to the extent empowered by the US Constitution, for issues affecting the country as a whole, such as interstate commerce. By contrast, the smaller subdivisions, such as the states and cities, govern the issues of local concern. This includes things such as road maintenance, child protective services and public schools.Federalism is a form of government in which powers and authority are distributed between a strong centralized government and individual sovereign states that exist under that government's authority.  For example, here in the US, each state has the authority to regulate its own citizens, but they are also bound to follow the laws of the US government (under limitations as enumerated in the Constitution).
