Federalism is a system of government in which a group of sovereign states come together cede a portion of their powers to a central government to theoretically do what each individual State could not do on their own. It is important to note that the Federal or Central government only has those powers, let's call them enumerated powers, that have been ceded to it by the States. The States otherwise remain sovereign of their own right.
