Federalism, loosely defined, means that there is a meaningful distinction between the Central Government and locally-devolved governing bodies, either States, Provinces, Districts, Counties or Autonomous Regions. Basically, beyond that, anything applies, including some, or all, of the following characteristics:

That there is a balance of political and governmental power shared (in whatever relative proportion) between local governments and the Central (or Federal) Government.That devolved political regions and bodies essentially handle their own affairs, usually entrusting major portfolios such as foreign affairs and defence to the Federal Government.That the Federal Government and the devolved political bodies are legally distinct entities representing the same country (in terms of international affairs).

The vertical division of power between various levels of a government is called federalism. It is needed in a country due to the following reasons:
1. It makes the decision making process simpler by providing seperate powers to different constituents
2. The central government has no influence on the state and local governments.
3. It ensures that no one exercises unlimited power by clearly mentioning the powers and subjects of each government on the union, concurrent and state lists.
