It is bcoz when the Constitution assembly formed then there was only decision taken by constitution assembly as we know it was directed constitution assembly so the constitution monarchy was also a part of government.

France is a Republic and enjoyed 5 different constitutions in 200 years. In the period from 1791 (death of Louis XVI) to 1873 (beginning of the 3rd Republic), France has been twice an Empire and saw 2 very distinct Monarchial regimes:
• The first one after the abdication of Napoleon I under Louis XVIII and Charles X who were king of France and re-established the monarchy of their Bourbon ancestors. It is considered a constitutional monarchy, however very much trending towards absolutism.
• The second one under Louis-Philippe I, from house of Orléans, who was anointed king of the French.
he regime changed in 1830 during the July revolution as a protest against privileges and censorship. The new king was more liberal than his cousins. He was however overthrown in 1848 due to economic difficulties.He was soon replaced by the 2nd Republic. Louis-Napoleon Bonapart was elected president. 4 years later he became Emperor.
Some historians consider the period between 1791 and the proclamation of the first Republic to be a constitutional monarchy, since the king’s powers were non existent and the political power resided with the constituante.
