Explanation:

free and fair electoral competition

we can say that is it a situation where all political parties have right to contest without any interference and also there is no misuse of governmental powers. holding elections of any kind is not sufficient. the elections must offer a real choice between political alternative. and it should be made possible for the people to use this choice to remove the existing rulers. if they wish to do so. So, a democratic must be based on free and fair elections where those currently in a power have a fair chance of losing. frre and fair elections give an opportunity to the people to elect their representative as per their choice.

  • in China, electiobs are held regularly after five years for electing the country's parliament. the national people Congress have the power to appoint the president of the country. it has nearly 3000 members elected from all over china. some elections are held by the army.befire contesting elections, a candidate needs a approval of the Chinese communist Party.only those who are the members of the Chinese communists party or eight smaller oarties allied to it,are allowed to contest elections . the government is always formed by the communists party.

so, we can say that the china does not have free and fair electoral competition in china because power is being misused y the communists party in China.
