A free and fair electoral competition is one where the contestants of different political parties participate in the election. There are no wrong means like booth capturing, threats, changing of polling results and others occur. The election is conducted in a free and fair manner under strict vigilance.

In China, elections are regularly held after every 5 years. But only the members of the Chinese Communist party are allowed to contest. The government is always formed by the Communist Party. Hence the people of China have no serious say in the election; they are bound to choose the leader of the ruling party.

Hence though the election takes place according to the norms, we cannot call China a democratic country.
