no it is not. the function of nucleolus is to carry out various metabolic activity in a Cell it is located in the cytoplasm in the cell but when it is not covered by a proper nuclear membrane at that time it generally float in cell

Nucleolus is a round body located inside the nucleus of a eukaryote cells. The Nucleolus is plays a vital role in making proteins in the cell. Yes it is a permanent structure.
