what is fundamental property of electrostatic?

that is
1) if two body repel each other then they must have charge but if two body attract each other then it is not important that they must have charge.
2) -ve and +ve charge attract each other.
3) absolute charge can neither be created nor destroy it can only be neutralise.
4) charges are additive,they have vector sum.
