The temperature at which droplets can form is called the Dew Point. When surface temperature drops, eventually reaching the dew point, atmospheric water vapor condenses to form small droplets on the surface.
Hail is a form of solid precipitation. It is distinct from ice pellets, though the two are often confused. It consists of balls or irregular lumps of ice, each of which is called a hailstone.
